Mr. Fan is an engineering expert who was elected as the President & CEO of Taoyuan International Airport Corporation (TIAC) by its Board on 19 August 2022.
Mr. Fan graduated from the Department of Hydraulic and Ocean Engineering at National Cheng Kung University, Taiwan, where he completed his Bachelor and Master degree. Upon graduation he passed the civil service exam and began a career that led him to crucial government posts in the public construction and aviation field.
He has been the Section Chief (1997-2005) and Senior Specialist (2005-6) at the Public Construction Commission, Executive Yuan, familiarizing himself with the government procurement law and its application in construction genres and cases.
For the next 14 years (2006-2019) he transferred to the Civil Aeronautics Administration (CAA), Ministry of Transportation and Communications (MOTC), first acting as the Division Chief of Aerodrome Engineering Division, and Director of Airport Development & Engineering Department (2006-2013), and then Director of both the Aviation Training Institute and Airport Development & Engineering Department (2013 – 2019).
Mr. Fan left CAA in 2019 to assume the post of TIAC Senior Vice President. Skilled in the administration and management of construction projects, Fan helped TIAC complete the tendering process of Terminal 3 (T3) main building construction, effectively kicking off the T3 construction process. He also supervised the overall strengthening of airside facilities, and guided the planning of the Third Runway (R3).
Mr. Fan’s role as CEO is to bring services and operations of Taoyuan Airport to the next level.
